Like them, eugenicists often portrayed their movement as a campaign for public health. However, in the absence of therapies, the focus remains firmly on the behaviour of those who are susceptible, and the environments that generate risks. Environmental protection strategies that have been proposed so far include a reduction in exposures in the workplace and in the home, and the supplementation of food or water with certain essential nutrients (Khoury, 1996:1720; Zimmern, 1999:137). One optimistic suggestion is that, in the future, environments may be tailored to the needs of subgroups with particular genetic characteristics so as to maximize their physical or cognitive development.
