Whether the laws will improve the management of immigration is debatable. An estimated 8m illegal immigrants, mostly from Africa, are living in the EU today. Spain granted an amnesty to some 700,000 mostly North African illegal workers in 2007 in recognition of the contribution they had made to the economy, but other governments, aware of the political sensitivity of immigration policy, have been reluctant to follow suit.
