When writing general history, which is of necessity a compressed summary of the whole, we have the right to expect that the historian has not, by the selection and organization of his facts, “interpolated a theory . . ”7 I do not know if I have lived up to these injunctions in this book, but I have tried. Rather than starting with an explanatory theory of European integration that I could test against the historical record, I decided to immerse myself in the record, reconstruct the events as well as I could and then see if I could arrive at any conclusions about what has occurred.
