Is it driven by Germany, which may find through this European agenda the long-sought reestablishment of a German voice in world affairs? Does it represent instead a point of equilibrium between the three big states, France, Germany, and the UK? Or is it the result of a supranational agenda led by the European Commission and the European Parliament? How do these competing forces negotiate a common path for the EU’s future? Which is dominant, and under what conditions? Japan As for Japan, the pursuit of multilateral institution building lies on the crucial fault line of Japanese foreign policy: the tension between realism and idealism, particularly in the transformative period of the 1990s and 2000s (Curtis 2004; Davis 1993; Fukushima 1999; Hughes Introduction 17 2004; Inoguchi 2001; Kawashima 2003; Pempel 1998; Soeya 2005).
Varieties of patterns and outcomes across issue-areas While the default pattern observed in this book is an alignment, in principle, of all three Minervian actors in favor of global institution building, against opposition by both the US hegemon and key rising powers such as China, India, and Russia (Brazil plays a more ambivalent role), the actual reality on the ground offers more variety. 3 break up the patterns observed among Minervian actors into three categories: those where the three Minervian actors are lined up in favor of global institutions; those that exhibit only EU–Japan leadership (without Canada); and those where Japan is not even on board (irrespective of Canada’s role).
For international relations theory this book exposes three causal mechanisms through which so-called second-tier states push forward the creation of global institutions, even in the face of opposition from the global hegemon. The book demonstrates how these actors follow three distinct causal patterns of multilateral institution building and the differences between causal modes matters for the kinds of outcomes obtained. Additionally, our work deepens the literature on the impact of global civil society by analyzing its impact on the three key jurisdictions that have advanced the international agenda since the 1990s, and by investigating how the normative tone set by civil society is championed, negotiated, or exploited throughout the process of multilateral institution building.
