When redeveloping Britain’s city centres, local councils had long been working in partnership with development companies and other private actors to deliver new shopping centres and other resources. In the 1980s a language of levering in private finance emerged, using public money to attract investors to areas which would otherwise pose too high a risk to developers. This was the era of the urban development corporation (UDC), well-funded public sector bodies operated at arm’s length from the central government which used a variety of economic incentives, particularly major infrastructure programmes combined with tax breaks to bring developers into run-down areas.

Regeneration projects need to coordinate between the different agendas of different council departments. The aims of an economic development department trying to maximise economic activity in a city may come into conflict with a planning department which has to enforce a set of planning rules laid down by central government. Local councils are run by directly elected councillors who have a political mandate and direct accountability to their constituents. There can, however, be some tensions where a local council is controlled by one political party while central government is controlled by one of the opposing parties.

The priority areas were identified as: • • • • • • the 20% most deprived wards in England; former coalmining areas; growth areas in the south east (Milton Keynes and the south Midlands, the London– Stansted–Cambridge–Peterborough Corridor, Thames Gateway and Ashford); the northern growth corridor; strategic areas of brownfield land; and the Housing Market Renewal Pathfinder areas. This document was not uncontroversial, not least because it proposed an additional 200,000 homes in the ‘growth areas’ in the south east of England, most notably in the Thames Gateway area.
