The causal link between water scarcity and conflict must be treated with caution, as it has deterministic assumptions (Lipschutz 1997). A positive relationship between the two is an over-simplified assumption that obscures the inter-state political process of transboundary river basin management. Studies that connect population growth, scarcity and conflict are Malthusian in character. Put differently, Homer-Dixon’s work (mentioned above) focuses solely on population growth to explain scarcity, which can be critiqued as providing only a partial picture to the character of conflict over natural resources (Hartmann 2002).

2011), the norm is to manage the transboundary river basin as a hydrological unit divided by sovereign borders. This is not unusual when managing natural resources: for example, the management of fisheries and forestry is often premised on the boundaries of nation-states. Because of this artificial division, when a state develops a dam, diverts or pollutes the river, this may impact upon the usage of other states. This trans-border effect is described as an externality. Empirical case studies show that externality problems tend to be more challenging than collective problems, because different basin states have incompatible interests and require different incentives (Marty 2001: 346–352).

Dinar (2009: 335–341) provided examples where downstream states have used issue linkage or side payments – a form of compensation offered to upstream states as an incentive to cooperate. Side payments need not be made by states only. In a study of Central Asian waters, Weinthal (2002) showed that transnational actors, such as NGOs and donor agencies, played an important role in providing side payments to the newly independent states in order to encourage their cooperation. These examples show potential strategies that may be used to challenge power asymmetry.
