The system does not reach everyone in need but it does succeed in reaching millions of people every year, delivering $18 billion of aid in 2013, and in monitoring the predicament of those it does not reach (Global Humanitarian Assistance (GHA) 2013).
In this sense, the need to clarify just what this category is and to then protect it from those who would misuse it for their own aims has, for some, come to be seen as something akin to religious duty, although in a rather secular geo-political realm. For the reasons above, the editors of this volume did not prescribe a set definition of humanitarian action when seeking contributions from the scholars and practitioners assembled for the handbook (even when pressed to do so). The authors were encouraged to set out their own definitions in order to expose the readers of this volume to the range of debates which make an agreed-upon definition elusive.
