People who have never travelled extenSively abroad do not realise that there can be more than one standard of behaviour. Hence, unhappily, comes that terrible contempt felt by the people of one nation for others which, excited by politicians and newspapers, is the worst of all the obstacles in the way of those who desire to see the world ruled by law.
