Leaders in the South opposed a high tariff. Increased tariffs meant paying higher prices for supplies. But the South had a minority in Congress. So they decided they could nullify, or reject, federal laws. If Congress disagreed, the South would secede from the United States. John C. Calhoun of South Carolina led the argument for the South. He claimed that the states created the federal government. Therefore, the states could determine whether a law was constitutional. The North, on the other hand, felt that the Constitution was a contract with the American people, not separate states.

The House has impeached two presidents: Andrew Johnson and Bill Clinton. However, neither man was convicted by the Senate. Congress’s judicial power includes the investigation of the executive branch of government. The most famous case in recent times was the 1973 Senate Watergate hearings. President Richard Nixon resigned from office rather than face impeachment by Congress. Other investigations by Congress involve issues that affect the public. In the early 1950s, the Kefauver hearings led to the arrest of many organized crime leaders.

At the same time, the Midwest was hit by huge dust storms that continued for several years. Farmers were hit hard by the Depression. They made less money. As a result, they could not pay back their loans. More than one third of American farmers lost their land between 1929 and 1932. Democrats won control of Congress in 1932. They held the majority in most elections for the next sixty years. Working with Democratic President Franklin D. Roosevelt, Congress passed a series of laws that began to revive the economy.
