However, in the fall of 1998, they were faced with the Board of Medical Practice's criminal investigation of one of Minnesota's direct-entry midwives (Dixon, ''Regional ReportsSeptember 1998" 9). At the time I write these words then, direct-entry midwives in Minnesota are still practicing within that a-legal, "gray" areanot legal, as they continue to practice without a license, and not illegal, as the state provides no way for them to become licensed. The Minnesota Debates To understand how the debates concerned the fate of direct-entry midwifery in Minnesota and to understand the national context for these public hearings, one must know the individuals and organizations as well as their relationships with each other.
For example, although the opinions of Southeast Asian and Native American midwives would have been welcome in the advisory groups, these midwives either chose not to attend the public hearings or were impossible for the Board of Health and Board of Medical Practice to identify. Often the "midwife" at a home birth in the Southeast Asian or Native American cultures in Minnesota is a mother, mother-in-law, grandmother, aunt, or sister who does not receive payment for her services. The majority of midwives within these cultures would not seek the protection of state agencies or follow their regulations.

NARM began certifying midwives, called Certified Professional Midwives (CPMs), in 1994. The NARM exam is based on the Core Competencies established by MANA and on the results of a survey of 800 practicing home birth midwives (one-third of whom were certified nurse-midwives) made to determine what these practicing midwives felt were essential for entrylevel practice in out-of-hospital settings.
