Turkey’s Republican People’s Party, for example, the heir to the party that dominated the country in the first half of the twentieth century, proposed in 2012 adding lgbt rights protection to the country’s constitution. Coming from an embattled opposition party, the proposal was certain to be rejected. Even if it had been adopted, its top-down nature would not have transformed Turkish society at a stroke or brought the country’s (generally radical) lgbt movement to power. Yet the mere fact that it was made shows the depth of a dynamic towards gay normality at work below the surface.

While employers and right-wing politicians can and do take advantage of every kind of prejudice, this is not an adequate explanation of the power of the heterosexual norm, or of the persistence of anti-lgbt prejudice even in the absence of direct or visible ruling-class influence.
