The frontier deterrent represented by Indians was also largely eliminated by 1795, with the signing of the Treaty of Greenville, which called for the Indians to surrender the southern half of Ohio plus a small portion of Indiana. That same year, an American diplomat, Thomas Pinckney, negotiated a treaty with the Spanish to open up the Mississippi River for river traffic and trade. The Spanish had completely closed New Orleans to American river trade between 1784 and 1788. Since 1788, the Spanish had allowed Americans to sell their produce in New Orleans only after they paid customs duties.
Grant followed, marching his men across the short distance to Fort Donelson while Foote dispatched his boats down the Tennessee, then up the Cumberland to meet Grant more than a week later. Trapped by Union forces, the Confederate officers in the fort spent the night of February 15 to 16 deciding whether to fight or surrender. They chose surrender. Two officers turned their commands over to subordinates rather than taking responsibility for the surrender.
