This was a grim time for those who strove for racial equality. 31 32 Desmond Tutu black students. The young Nelson Mandela had studied there, as had Walter Sisulu. By the time Desmond Tutu arrived, the white government had cracked down on the University College, and the student body felt increasingly oppressed by the administration. Desmond Tutu had always been an optimist. Throughout his life, he had overcome many difficulties, ranging from poverty to tuberculosis. He sought to bring the spirit of hope to a younger generation of black South Africans, but he found that many were increasingly bitter and thought violence was a proper response to the policies of apartheid.

The leader of the Soviet Union, Yuri Andropov, was almost completely unknown. For more than a decade previously, there Archbishop of Johannesburg had been the stable, though repressive, government of Leonid Brezhnev. Now there was great concern about what might happen between Russia and the United States. American President Ronald Reagan had called the Soviet Union an “evil empire,” further poisoning relations between the two countries. In the midst of all this, South Africa was about to explode.

The South African government was very sparing with passports issued to blacks, and very suspicious of Tutu’s globetrotting style. ” This did not mean the South African government could not figure out Tutu’s citizenship, but rather signaled the intention of the government to revoke the citizenship of all South African blacks once they had been removed to their tribal homelands. Tutu came away from this meeting disappointed. He told the press he and the president a fine conversation, but that neither had been able to convince the other of his point of view.
